18th Avenue NW (CR 112) Reconstruction from 37th Street NW to 55th Street NW – J7813
18th Avenue NW, also known as County Road (CR) 112, provides a critical connection in the growing northwest corner of Rochester. As the community has grown north to 55th Street NW and beyond, the traffic on 18th Avenue NW has also increased. The goal of this project is to reconstruct 18th Avenue NW to improve the function and safety of the roadway for pedestrians, bicycles, transit and vehicles while better serving the surrounding urbanizing land uses.
The proposed project includes reconstruction of 18th Avenue NW (CR 112) from 37th Street NW to Royal Place NW and pavement rehabilitation from Royal Place NW to 55th Street NW. The proposed project will replace deteriorated pavement, replace existing signal systems, address aging sanitary sewer and water main utilities, provide pedestrian enhancements, improve the storm drainage system, construct an urban section with a mini roundabout, add bike lanes, and add landscaped medians for access management improvements.

55th Street NW will be reconstructed from 50th Avenue NW to West Circle Drive, including new signals, pedestrian facilities, bike lanes and stormwater improvements. 55th Street NW will have a new alignment between Fairway Drive and West Circle Drive, where it will intersect West Circle Drive (CSAH 22) at Members Parkway NW. The existing 55th Street connection to West Circle Drive will be replaced with a cul-de-sac approximately 400’ east of Fairway Drive. New traffic signals will be placed at the intersections with 44th Avenue NW, Fairway Drive NW (on the new alignment), and at West Circle Drive/Members Parkway NW. The project construction cost is $6.7M and is funded using Federal Aid funds, State Aid funds and local utility funds.
The project is scheduled for construction to begin on June 8, 2016. The project will continue into 2017, with an anticipated completion date of September 1, 2017. It will have a major impact on those who travel this corridor, with road closures and lane restrictions being the most common impact. The first stage will close the roadway between 50th Avenue NW and 44th Avenue NW, including the intersection at 44th Avenue NW. The second stage will be from 44th Avenue NW to just east of Rhino Linings, and this stage will be constructed in two halves. Traffic during Stage 2 will only be allowed in the westbound direction along this segment. Stage 3 includes the grading of the new alignment to the south of the VA Clinic. This stage and others will have less travel restrictions, but drivers should always be cautious and follow all traffic control signage. Detours will be along Valleyhigh Drive (CSAH 4) and 65th Street NW to 50th Avenue NW for those travelers that wish to avoid the project area altogether.
This work will impact the city bus routes and schedules, so bus riders should pay close attention to changes that will be posted at bus stops along this project and surrounding areas.

Construction of Wheelock Drive NE - J7814
The City of Rochester will construct Wheelock Drive NE from the temporary cul-de-sac near Fire Station #2 to an intersection with E Circle Drive NE. The project includes grading, installation of utilities (water, storm sewer and sanitary sewer), and asphalt paving of a 36-foot wide street with concrete curb and gutter.
Construction began with tree clearing on April 4, 2017 and the majority of the construction will be complete by October 7, 2017. However, due to the time required to allow settlement of the large amount of fill dirt needed for the southern end of the project, the connection to E Circle Dr NE will not be paved and completed until July 28, 2018.
