Pre-Development Meetings

Rochester requires that Pre-Development meetings be held for the following development applications.

1. General Development Plans
2. Zoning District and Land Use Plan Amendments
3. Site Development Plans
4. Commercial and Industrial Development proposals
5. Residential Developments containing more than four dwelling units
6. Type III Conditional Use Permits

The applicant must make a request by completing the Pre-Development Meeting Request Form and including site plans and related information that clearly describes the proposed development. The purpose of the meeting is to provide feedback to the applicant or the applicant’s authorized representative that will enable the applicant to better plan and prepare for the formal development application submittal of the necessary documents for review. There is no charge for a Pre-Development meeting.

Application Deadlines

All applications must be filled out in their entirety and brought into the office with appropriate fees. For questions on which application you need to use, please contact the Rochester-Olmsted Planning Department at 507 328-7100.
