Submitting Materials

All required documents can be mailed or dropped off at the City Clerk's Office at 201 4th St SE, Room 135, Rochester, MN 55904. They can also be emailed to licenses@rochestermn.gov

Web Renewal Portal

At this time, web renewals are enabled for sewer and drain licenses and HVAC master installer licenses.  Visit https://webapps.rochestermn.gov/webrenewals/ to use the web renewal function for these license types.

You need your license number and security code, which can be found on your renewal letter. You can also get your number and code by contacting the City Clerk's Office. Payments can be made through the online renewal portal, or can be submitted directly to the City Clerk's Office with other required documentation. All required documents not submitted through the web renewal portal must still be sent directly to the City Clerk's Office before your renewal can be finalized.

HVAC Contractor Licenses

All current HVAC contractor licenses expire Dec.31, 2017. Renewals should be submitted by Dec. 1, 2017, to ensure there is no lapse in the license. Renewals submitted after Dec. 31 are subject to a $15 late fee.

All renewals must include:

  • Signed Renewal application form (fillable PDF can be completed and emailed, or downloaded and printed)
  • $75 renewal fee - increases to $90 on Jan. 1, 2018
  • Proof of $25,000 HVAC State bond
  • Proof of worker's compensation insurance as required by Minn. Stat. 176.182, unless exempt

HVAC Master Installer Licenses

All current master installer licenses expire Dec.31, 2017. Renewals should be submitted by Dec. 1, 2017, to ensure there is no lapse in the license. Renewals submitted after Dec. 31 are subject to a $12 late fee.

All renewals must include:

  • Signed Renewal application form (fillable PDF can be completed and emailed, or downloaded and printed)
  • $36 renewal fee - increases to $48 on Jan. 1, 2018

Sewer and Drain Licenses

All current sewer and drain licenses expire Dec.31, 2017. Renewals should be submitted by Dec. 1, 2017, to ensure there is no lapse in the license. Renewals submitted after Dec. 31 are subject to a $15 late fee.

*PLEASE NOTE: Public Works has updated one of the application questions to be clearer than the applications sent out with renewal letters. The updated application forms are linked below.

All renewals must include:

  • Signed Renewal application form (fillable PDF can be completed and emailed, or downloaded and printed)
  • $55 renewal fee - increases to $70 on Jan. 1, 2018
  • $10,000 performance bond to cover defects in work with coverage to extend for a period of two years after completion of work - bond must state that it acknowledges Rochester Code of Ordinances Chapter 76.09, Subd. 3
  • Insurance certificate naming the City of Rochester as an additional insured for General Liability and vehicle liability coverage in an amount not less than $2,000,000 for each occurrence and $4,000,000 in aggregate, and $5,000 for property damage
  • Proof of $25,000 State Plumbing Code compliance bond
  • Proof of worker's compensation insurance as required by Minn. Stat. 176.182, unless exempt

Massage Therapist Licenses

Massage therapist licenses are for a two-year period. Therapists with licenses expiring Dec. 31, 2017, need to get renewals submitted by Dec. 1, 2017. 

All renewals must include:

  • Signed renewal application form (fillable PDF can be completed and emailed, or downloaded and printed - please call the City Clerk's Office if you need a hard copy form mailed to you)
  • $50 renewal fee for two year period
  • Current proof of identification - a color copy must be provided, jpg photos submitted electronically of the document are okay; must be one of the following documents:
    • valid driver's license or identification card including a photograph and date of birth, issued by Minnnesota, another state, a province of Canada, or a state of Mexico
    • valid military identification card issued by the U.S. Department of Defense
    • valid U.S. passport
    • in the case of someone who is a foreign national, a valid passport from another country
  • Certificate of insurance as proof of required general liability insurance providing minimum coverage of $300,000 combined single limit per occurence 
  • If indicated in your renewal letter, you may need to provide proof of meeting minimum education requirements. Your letter from the City of Rochester will indicate if this proof is missing from your file with the City, and will request this be provided to make your file complete.
